Dear Resident,

The North Harris County Regional Water Authority (NHCRWA) was created by the Texas State Legislature in 2000.  The primary responsibility of the Authority is to develop and implement a strategy for complying with the Harris-Galveston Subsidence District’s Regulatory Plan that requires a reduction in groundwater used to be more than 20% of total water demand by the year 2035.  Since the NHCRWA is not a taxing entity, funding for future surface water supplies and the infrastructure (pumping stations, pipes, water purification stations, etc.) to deliver it to our region of North Harris County is accomplished through the sale of revenue bonds.  These revenue bonds are paid for by monies generated from groundwater pumpage fees and water sales.

As of April 1, 2019, the North Harris County Regional Water Authority (NHCRWA) will implement a fee increase from $3.40/1,000 gallons to $3.85/1,000 gallons pumped.  These increases are necessary to meet the increased costs of construction of the pipelines which includes new steel tariffs. The NHCRWA bills the Northampton Municipal Utility District (MUD) for these fees, which are in turn, passed through to you based on your water usage.  That amount is reflected on your water bill as “NHCRWA”.

Your Northampton MUD will continue to do everything possible to help you learn ways to conserve water such as free rain sensors for irrigation and leak detection with smart meters.

At this point it’s no surprise we are enduring a long dry spell. Naturally as the heat rises and rain is no where is sight water demand goes up as residents try to bring in their yards and gardens. Northampton MUD has the responsibility of ensuring that there is enough water to serve our residents and there is a plan to ensure the health and safety issues (like fire fighting) are addressed. This plan is called the “Drought Contingency Plan” and its action is triggered by the number of hours the wells have to run to keep up with demand.

The first stage is active when the wells must run 18 hours a day to keep up and the second when wells need 22 hours to meet demand. The restrictions are as follows.

Stage 1:

1. Odd addresses & Esplanades – Water on Saturday & Wednesday
   • Only 12 midnight to 10AM or 8PM to 12 midnight
2. Even addresses – Water on Sunday & Thursday
   • Only 12 midnight to 10AM or 8PM to 12 midnight
3. Hand held hose or bucket or car washing- Water anytime
4. Please practice water conservation and minimize or discontinue water for non-essential purposes

Stage 2:

1. Odd addresses & Esplanades – Water on Saturday & Wednesday
   • Only 12 midnight to 10AM or 8PM to 12 midnight
2. Even addresses – Water on Sunday & Thursday
   • Only 12 midnight to 10AM or 8PM to 12 midnight
3. Car washing only on above designated watering days and times
4. No washing down of sidewalks, driveway, or hard or building surfaces
5. No Pool/Jacuzzi filling except on above designated watering days and times
